Introduction
The JBF is supporting BDF’s project “Education for All”. The project aims to ensure that vulnerable children living in construction site camps and urban slums in Chiang Mai can access quality education by addressing their critical developmental and educational needs. The project focuses on identifying cases in critical need of access to education, supports early childhood development and parenting activities, helps children maintain their school enrolment or prepares them for their integration into the formal education system. One of the components of this Project is the legally registered ‘Tchin Tcho Critical Care Nursery,’ run by BDF (hereby referred to as ‘BDF Nursery’), which ensures that children at risk meet their essential early childhood development milestones. In addition, the Project contributes to help maintain children's school enrollment by providing school fees and school sets support, but also by training Youth Peers to act as focal points and conduct non-formal education sessions in their communities. The JBF funding supports Baan Dek Foundation’s mission to foster children’s access to education, health, and social protection services throughout Thailand.
JBF and BDF seek a qualified consultant to conduct a review to evaluate the project’s progress towards its goals and ways it can improve in future iterations.
Purpose
The purpose of this evaluation is to assess the relevance, effectiveness and efficiency of the project “Education for All” regarding the intended outputs and outcomes as defined in the Grant Agreement between JBF and BDF of April 1, 2023. Considering the stage at which the programme currently stands, it was agreed that it would be the right moment for a review (reality-check) of the project’s strategy and outcomes in line with its mission and objectives. It was agreed that the review takes place in May and June 2025.
The primary objective of this consultancy is to conduct an external evaluation of the project. The evaluation will focus on assessing the project’s relevance, effectiveness, efficiency, impact, and sustainability. Additionally, the consultant will provide actionable recommendations to enhance Baan Dek Foundation's programmatic approach to early childhood development and inform the design and implementation of future projects.
The consultant will work closely with the Program Manager (Child Development Program Manager), Monitoring and Evaluation Coordinator, and Program Quality Coordinator to ensure alignment and collaboration throughout the evaluation process.
About BDF
Mission: Baan Dek Foundation (BDF) is a Thai-registered foundation with the mission to improve the well-being of vulnerable children and their families living in urban slums and construction site camps in Thailand.
Challenge: The Thai construction sector employs approximately 700,000 migrants (Ministry of Labour, 2024), out of which 40% are women (ILO, 2016). BDF and UNICEF’s evidence-based study (2018) states around 60,000 children live with parents in construction site camps with slum-like conditions. These children and their parents face critical challenges in accessing essential services such as education, healthcare and child protection.
Response: To address this challenge, BDF supports children and their parent’s immediate needs (access to healthcare, education, and child protection services), empowers their communities through a peer-to-peer approach (training for youth, adults, and women) and creates systemic change in the Thai construction sector (advocacy).
